Removing ACL requirements because this is causing an issue with the Cloud-formation deployment as of March 2025.

Description of changes:
When trying to leverage the sam command, there was an error related to the ACL of the logging s3 bucket. This update removes the ACL control and adds Ownership controls so that this deployment works as expected.
